1-->Perl and a huge collection of Perl modules are free software (either GNU General Public License or Artistic License).
2-->Perl runs on all platforms and is far more portable than other environments. Perl/Tk applications or CGI scripts in Perl can be ported between UNIX and Microsoft Windows without any modifications at all.
3-->Perl provides those features that are required for large projects:
Modularization (i.e. packages),
object-oriented techniques,
arbitrary data structures, and
a large number of built-in checks by the compiler and at runtime.
